ดิฉันมีความยินดีเป็นอย่างยิ่งที่มีโอกาสได้เชิญท่านเข้าร่วมการประชุมระดับชาติว่าด้วยการเลี้ยงดูทดแทนสำหรับเด็ก ครั้งที่ 2 ณ โรงแรมแลงคาสเตอร์ ณ กรุงเทพมหานคร
จากวิสัยทัศน์ที่ต้องการเห็นเด็กทุกคนในประเทศไทยเติบโตในครอบครัวที่ปลอดภัยภายใต้การเลี้ยงดูที่อบอุ่น การประชุมระดับชาติว่าด้วยการเลี้ยงดูทดแทนสำหรับเด็ก ประจำปี 2023 จึงเป็นงานที่ต่อเนื่องจากงานที่ได้จัดขึ้น ณ มหาวิทยาลัยธรรมศาสตร์ในปี 2019 และการประชุมระดับชาติว่าด้วยการเลี้ยงดูทดแทนสำหรับเด็ก จัดขึ้นโดยกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ ในปี 2021 ซึ่งประสบความสำเร็จ ในปีนี้เราหวังเป็นอย่างยิ่งว่าจะมีผู้เข้าร่วมประชุมจากภาครัฐ สถาบันการศึกษา และสมาชิก ACT เพื่อสร้างแรงผลักดัน การประชุมจะเป็นการร่วมกันเฉลิมฉลองแผนแนวทางการดูแลทดแทนแห่งชาติที่ได้ร่างขึ้นใหม่และนำเสนอแนวปฏิบัติที่ดีจากทั่วประเทศไทย
การประชุมนี้ได้รับแรงบันดาลใจจากบทบัญญัติที่เกี่ยวข้องของอนุสัญญาว่าด้วยสิทธิเด็ก แนวทางการเลี้ยงดูทดแทนสำหรับเด็ก ตลอดจนพระราชบัญญัติคุ้มครองเด็ก พ.ศ. 2546 โดยการประชุมนี้จัดขึ้นโดย กรมกิจการเด็กและเยาวชน (DCY) องค์การยูนิเซฟ (UNICEF) และคณะทำงานด้านการเลี้ยงดูทดแทน เครือข่ายสิทธิเด็กประเทศไทย (ACT)
การประชุมนี้จะเป็นสะพานเชื่อมระหว่างการวิจัย นโยบายและการปฏิบัติในขอบเขตโดยรวมของการเลี้ยงดูทดแทน อีกทั้งจะเป็นพื้นที่ที่จำเป็นอย่างยิ่งสำหรับการอภิปรายและแลกเปลี่ยนระหว่างผู้เชี่ยวชาญ ผู้ปฏิบัติงาน นักวิชาการ นักวิจัย และตัวแทนจากภาครัฐ

It is my distinct pleasure to invite you to attend the 2nd Annual Alternative Care Conference at the lovely Lancaster Hotel in Bangkok, Thailand.
With a vision to see all children in Thailand growing up in safe and nurturing families, the 2023 National Conference on Alternative Care is a follow up to the 2019 Thammasat University event and the successful 2021 MSDHS National Conference on Alternative Care. This year we look forward to engage participants from government, academic institutions and ACT members to build on the momentum. The conference will celebrate the newly drafted National Alternative Care Roadmap and showcase promising practices across Thailand.
Taking inspiration from the relevant provisions of the Convention on the Rights of the Child and Guidelines for the Alternative Care of Children, as well as, the Thai Child Protection Act 2003, this conference is hosted by the Department of Children and Youth (DCY), UNICEF, and the Alternative Care Thailand (ACT).
The conference will provide a bridge between research, policy and practice in the overall sphere of alternative care, and a much-needed space for discussion and exchange among experts, practitioners, academics, researchers, and government representatives.
